Motorcycle riders & drivers in Kaohsiung violate all kinds of regulations. Many people leave junk or park their cars in the 騎樓 (arcades), even though those are supposedly for pedestrian use.

Some people carry their dogs on their scooters, but I never had my camera with me at the right time.
I tried to get a pick of four people on a motor scooter (usually 2 adults and 2 children), but this is the best I got. (The one on the right is ZJP-765.)
Is it any wonder vehicles waiting for the light to change stop in the crosswalk? Here's a car that was parked partly in the cross walk in front of a police station.
The sign warns people not to park in the qilou, on pain of being towed. The only way to keep the qilou clear is by whoever lives or works there. The government couldn't care less.
