There are private companies; one wonders why the city government doesn't just turn everything over to them.

Motorcycle riders & drivers in Kaohsiung violate all kinds of regulations. Many people leave junk or park their cars in the 騎樓 (arcades), even though those are supposedly for pedestrian use.
